    I don't know what the rules are like in the USA, but here there are rules that mean if you have a backyard pool you need to have it fenced off so kids can't fall into it unsupervised.

    @Uncle Albert is a moron. Cars are heavily regulated. So are livestock. Even pools are heavily regulated: in my area at least, you have to literally ask the government for permission to start building a pool, and then there are various stages a county inspector has to come out to approve moving onto the next step in the process.

    Also, more kids are dying from firearms than any one of those things (perhaps partly because those other things are so heavily regulated...hmmmmm....)

    Same here, at least in California. You need to have either a pool fence of a certain height or a backyard fence of a certain height and it has to open out towards the street and automatically close itself. Also, you have to get a floating pool alarm if you opt not to do a pool fence, as well door alarms on any doors that open out into the backyard.

    Not to mention the permitting process has several inspections throughout building the pool for various safety regulations (the electricity, plumbing, drainage, the structure, gas or solar if you get it heated, etc.)
