Lame rationalization, if not utterly ridiculous. That assigns no value to office being campaigned for that the fundraising is going toward. Either both are inherently bribery or neither is. My reading is that a quid pro quo element is necessary to rise to bribery in either case, but it's impossible for me not to see both as conflicts of interest. Edit: not saying that a conflict of interest is enough to warrant impeachment. But it still obviously is one.

This may be a distinction without a difference to you, but official political donations are tracked/regulated in part so people can have educated opinions about whether something is potentially a conflict. If someone were to attempt to circumvent the laws around political donations by paying more than market price for something where a candidate (or someone closely associated with a candidate) were to benefit, it at least arguably could signal a conflict of interest/ethics issue that is not as present in a direct donation within the proscribed limits.

True, but some potential conflicts of interest are worrisome and some are acceptable/tolerable. There's a certain amount of line-drawing to be done, about which reasonable people can disagree. One of the lines that has been drawn is that any individual can donate up to a certain amount to a candidate directly, and we the general public are not supposed to care about any possible conflict of interest that arises from that ethically or legally. But playing shenanigans to circumvent that amount or the law should raise flags.
I decline to not care ethically. Obviously it’s not up to me legally. Edit: dammit, nearly missed the forest for the trees here. Point is, one should not be reported as not a conflict of interest, even if it isn’t legally bribery.
I agree that it is absurd that any of us could give Politician X a thousand dollar donation to their campaign fund, and that's 100 percent OK. It's even OK if we call up Politician X after their elected and say "Please do this" and no problem generally speaking if Politician X does it. Meanwhile, if any of us hands Politician X a thousand dollars in unmarked bills in a paper bag that's an obvious red flag. Or hypothetically, according to various ethics ordinances, if someone gives Politician $200 tickets to a concert for free, that's a problem. I think "not a conflict of interest" should be read as "not a conflict of interest that is legally problematic" in this context.
