And the only thing that says a sitting President can't be charged with a crime is a DOJ memo. All of which means, this is going to be fought in court, if they actually attempt an impeachment.

I wonder how long they can distract from the shutdown with the impeachment inquiry drama? No one has claimed the Constitution or House rules require a vote to start an impeachment inquiry.

The claim is that a Trump-era DOJ memo has given guidance to the executive branch that an impeachment inquiry is unofficial until there is such a vote and thus the power of those committees to subpoena is questionable.

As this article says, this is relevant because federal agencies are bound by this opinion, and because presumably much of what the committees would want to do (if they were interested in legitimately investigating, rather than bloviating and grandstanding) would be to get documents from the DOJ and other agencies as to what their investigations may have determined as to the infamous laptop or all things Hunter Biden.
