I'm not sure if I'd get that far in the weeds, but maybe you could simply have it described as "clearly an artificial construct, origin unknown" and let the geeks suppose a continuity with Q that's not overtly stated.

Trek films need not be about villains, but can be about threats. V'GER and the Whale Probe comprised threats, but I wouldn't categorize them as villains. Khan, Kruge, the whole Cartwright/Chang/Nanclus Conspiracy, Soran, the Borg, Shinzon, Nero, Harrison, all villains. In TUC we had a buffet of villains thanks to the conspirators' villainy villainous conspiracy.

Sybok? I've never thought of him &/or look at him as being a villain. I know some do, or might. He was more of a madly tragic character imo. He actually had good intentions, despite his insanity, & didn't kill, nor want to. Sybok's a gray area imo.

If only they had let The Shat play that role. The Shat. As Denny Crane. As God.

Actually "God" in TFF was played, or at least voiced by longtime veteran character actor George Murdock. He was actually in an episode of the Original "Twilight Zone", which is really cool. After TFF, Murdock played the ill-fated Admiral Hanson in "The Best of Both Worlds".
