This isn’t a complicated statement and has a couple hundred years of legal precedence.

If I call up a guy I went to HS with who just got out of jail for murder and I offer him 10k to kill my wife that is Speech but it isn’t Protected Speech.

If I call up 10 other guys and we sit down and plan out an overly elaborate robbery of a casino in Vegas that is Speech but it isn’t Protected Speech.

Same thing goes if you plan out how to steal an election. It is Speech but it isn’t Protected Speech.

I was a Republican in college when Vanilla Ice first hit it big (for like a week), and I am trying to wrap my head around what my reaction then would be if someone were to tell me that ~40 years later, there would be a white guy rapper doing music videos for the "news channel" that was one of the favorites of the 21st Century President most beloved by Republicans. Now, add in the fact that the guy's rapping about that same President being arrested, and what an injustice it is.
