There is a certain amount of impact on other people who regularly walk down that same street, but not a major one ... most of them probably won't even change their daily routines beyond looking around a little more while they're walking. (And if they do decide to do something to reduce their risk, it's probably pretty simple.)

If I rob you and beat you up because your name is Albert, it is a clear message to everyone named Albert that they should be afraid, and they can't reduce their risk by taking a different route to work -- the only way to reduce their risk is to cease being Alberts.

This is why hate crime laws exist. The intent behind a crime is what turns it from a crime against one person to an act of terrorism aimed at everyone who shares that person's targeted characteristics.

If someone created an account to manufacture as much salt as they could, while holding absolutely no principles at all beyond "because I said so," that would be @Uncle Albert. He is exactly like Christian conservatives, who shout "think of the women and the children!" until women and children speak up, at which point it becomes "nobody asked you."

It takes a real lack of empathy, and awareness, to hold those positions, and I don't know if he's aware of it or if he's unaware, whether it's Dunning-Kruger or just a lonely asshole who has no way of connecting with people except to hate them for having the temerity to exist while he's conscious, but he has made sure to become a community net deficit in the process.
