One of the areas I know very little about is MSG (Marine Security Guard) work. But one of my buddies was one when he was enlisted. I'll drop him a line tomorrow and see what I can find out. I think part of the issue, though, is that they don't want to start a diplomatic incident, and they need to let host nation security forces respond. They have to hang back until actual lives or classified materials are jeopardized.

The other thing is that they really aren't outfitted for escalation and sustained combat, so the only way they're going to engage is if a NEO (Noncombatant Evacuation Operation) from a MAGTF (Marine Air-Ground Task Force) is inbound.

I'm quite sure the guards are under strict rules - they can only only use deadly (or any force) if their actual lives are in danger - which is tough to prove. I know the training I had in Bosnia/Korea concerning cicvl unrest had such rules.
