Well, the fact that they were due for replacement doesn't exactly make the originals free, and old or not we are not being compensated for them, so anything we don't get back was effectively a gift, before any direct monetary aid is counted. This is not a net zero cost exchange for us. It's just ignoring money already spent in the past.

We're not "giving them money to replace the weapons systems we are giving them." We're spending money to equip our own forces with the new stuff.

Presumably we are also sending them money for some things, but @Ancalagon's point is that some of the aid figure is actually just us giving them things we were going to phase out anyway, and spending money on new stuff that we were going to spend on new stuff no matter what.

Yes. There are some direct transfers to Ukraine to support their economy but the VAST majority of this ‘Ukraine money’ is going to the US manufacturing sector to replace the systems we are giving to Ukraine (and a non insignificant portion to help replace the systems our allies are sending to Ukraine).

And yes. We aren’t sending them the new systems for a couple reasons.

First it is easier to train someone up on 70s hardware than it is for 20s hardware.

Secondly it is more acceptable for the Russians to capture some of our 70s tech than for them to capture 20s tech.

Lastly, again… these are weapons systems we were phasing out anyway. Of course DOD is gonna jump on a popular bandwagon and get their new toys paid for sooner rather than later.

All of this with no oversight or accountability to a country that's notorious for money laundering and corruption.

Europe should send 50 billion to the US to buy weapons for Ukraine. Bill Carson is a little bit right. It is not "your" war, at least not to the extent that it is Europe's war.
