Maybe the reason why Isreal does not think killing children is so bad is because they don't seem to have much care for children in general. When it comes to where it comes from there are passages in the torah regarding extreme abuse of children, and even the sexual molestation of children by adults in a god approved way. Children are considered the property of their parents, and not full humans with the right to not have their bodily autonomy respected, especially little girls. Let us also not forget that within the instruction of child raising in the torah, and therefor christianity and Islam, there is the instruction that a good father beats his children and wife because they need it due to his superior morality and reverence in they eyes of god. If you do not beat your kids and wife they will not understand and abide by Yaweh (or god or allah).

Parents and people must be careful as our species evolves and becomes aware of the abuses of our past and that we come from a very harsh nature where abuse, rape, and murder are norms, that we recognize those who wrote these words were humans trying to rationalize common behaviors we have since found to be abhorrent sins. Then they said the mom and children are dead. Are they of any less value then the Palestinian families?

Maybe, just maybe, the people in Gaza should NOT accept weapons in their schools and tunnels in their hospitals. Or doctors from their hospitals holding other Israeli children hostage. War is horrible and horrible things happens. There is only one rule during a war - WIN. Or else you lose, because you better believe your enemy will take your weakness and use it against you. We've seen that in the Russia-Ukraine war, and we're seeing it in Gaza. Hamas is smart. They know just which buttons to push. There's a reason why the West hasn't won a real war since WWII. We tie our own hands behind our backs.

But if you lob rockets at a country daily, and you attack them and massacre a good amount of their people, don't be surprised when they come in hard at you and don't start wailing about the civilians and hide behind them. Because you'll find little sympathy.
