Actually, it depends on if the bullet actually penetrates the skull and where.

There was a deputy with the Sheriff's department who had been shot in the head 7 times over the years.... He was either lucky, or his skull was bulletproof.

I've heard of bullets missing the brain entirely, scooting around under the skull, passing beneath the brain, through a sinus, etc...

I certainly hope she survives. And I certainly hope she survives without major lasting injuries, mental or physical.

But it will still be a tragedy, because at least two people have already died.

I would say instead that this guy isn't definitely doing something very wrong...

The skull is far more likely than the gut or the spine to deflect a bullet coming in at a bit of an angle or to stop a bullet coming straight on before it hits something important. If I had to guess, a head shot's more likely to be instantly fatal or to turn you into a vegetable than other bullet wounds, but it's probably also more likely than a body shot to leave you alert, responsive, and out of critical danger a couple of hours later.
