Fortunately, unlike Apostle83, I know how to read financial statements, so I downloaded those. Turns out Sesame Street is loaded. They could last for about 10 months if all funding sources were eliminated, without even reducing programming or selling off assets. That's not a bad thing, and doesn't necessarily mean they shouldn't receive government funding. But the problem is that their statements don't breakout the revenue. Of $132 million gross last year, $47 million is categorized in a way that could be government funding. Or it could be something else. Long story short, your link neither harms nor helps either argument.
Other than the money to run rural stations which would other wise go out of business the rest of the money which comes from the government is competitively awarded grant money which anyone can and does win based only upon merit. It isn't a set aside for PBS as anyone can compete for the grant money.

Absolutely. And that type of grant doesn't allow for profit taking. It pays for some of the costs associated with achieving a desired product. Sesame Street has $214 million in unrestricted net assets, but that accumulation of surplus revenue would have to come from fees and licensing agreements, not from government funding. When the government buys a product, whether it be Big Bird or a tank, it's not giving the money away.
