    A couple generations of black people couldn't swim, because they didn't learn, because racist assholes kept them out of the public pools from the 40's to the 60's.
    After awhile, it became culturally ingrained.

    Well, it is certainly not a case of black people cannot swim but the rates of drowning are most certainly much higher. 300% higher in fact.

    It is actually a problem Obama has tried to bring attention to. For what ever reason black folks disproportionately do not learn how to swim and so drown at alarming rates even in exceptionally mild conditions.

    70 years ago I might have blamed it on public pools not allowing black people but it has been 70 years and anyone could always jump into a pond or stream with an adult teacher. I learned to swim in a school sponsored preschool class and we had a swimming pool but I can remember friends being taught at a public reservoir for free. It is most certainly a cultural phenomenon with in the black community. Why black parents do not more actively teach their children to swim when free events are offered is something of a mystery as well as a poor choice. I can only guess that many parents never learned and so do not bring up the subject with their children.

    Kind of like why black folks hardly use the national park service at all despite it being one of the most affordable vacations in the country. Their parents never took them to the great outdoors so they do not take their kids.

    There are indeed free classes all over the place and it is not like bodies of water from lakes to beaches to streams to ponds to public pools are in short supply. Hell, even churches have free learn to swim programs and it is not like only the rich can use public spaces.

    At some point in the last 70 years the old segregation argument ceased being valid, even in those few states which had segregation, and at some poibt a lack of personal inituitive became responsible.

    In San Diego, maybe. In Detroit or Chicago? Not so much.

    As for trips to national parks, unless you live in driving distance, I'd hardly count that as "free." The park may be inexpensive but gas, lodging and the food sure isn't. The only vacations I ever got as a kid were the ones my aunt and uncle paid for, usually because they were our only babysitters because my mom lived life as a fucking fraidy-cat, but that has fucking all to do with race.

    But even if I'd had a mom that had any sense of adventure, that shot would have broken our budget. We grew up on minimum wage, which was at most $600 dollars a month in the '90s when it was still possible to get 40 hours a week at such places.
