Well, at least it's not as nuts as the Oblivion character leveling system was, which was really close to unplayable without being modded. But the likelihood of mods that tinker with the leveling system (more XP to advance or more levels with fewer skill points/level) is another advantage to the PC version.
Believe me, if I had a PC capable I wouldn't be playing it on my 360, but my comp's motherboard just fried a couple months back. My choices were to wait for the money to get new comp then jump on the fallout bandwagon late in the game, or play it now. I know everyone seems to agree the level cap is 20, but because I'm stubborn I want to see if that experience bar moves at all tonight.

Unspoilered because this is an important point that can really piss people off if they have autosave turned off and didn't make a save right before the end. I've played through now, and have started an "evil" game. The evil option is, IMO, underdeveloped, as is common in CRPGs. I've attached a must use mod for those who want to give evil a try. Also, if you find inventory management as annoyingly tedious as I do, especially given the need to keep weapons and armor in good repair, I'd suggest making use of the one cheat I regularly use:
You can also just hit the tilde (~) key and type in "setgs iMaxCharacterLevel #" (without the quotes) in which the "#" means the max level you want to be able to reach. One word of warning: If you set your max attainable level too high, you may reach a point where you level up and have skill points left over after maxing out all of your skills. If this happens, you're fucked because the game will not let you proceed past the skill point assignment screen until you have used all of the skill points you earned for that level.
Well, you can, in that situation, always use the console command "player.setav unarmed ##" where ## is a low enough number to let you spend all your skill points, followed by "closeallmenus". There should be plenty of similar workarounds.
GAH! Lost my power supply on my computer. This is even though it's hooked up to a UPS. Get that replaced - and my primary IDE drive is toast, the one with the Fallout games files on it. GRRRRR.....
Sucks that you can't actually enter the town, which means on my evil play through I completely screwed my chance to get the Strength bobblehead.

If the house follows the usual OB/FO3 rules, living quarters should be open all day and locked at night. It's vice versa for shops. Sometimes characters seem to lock their doors when they leave, tho - I have no idea what's the pattern there.
Most are, but the sheriff's house is an exception. There are other exceptions as well, usually indicating that it's a home worth getting into.
