The trouble is, European leaders have known for a long time that they utterly failed at integrating Muslims. They assumed they would self-integrate just like the Jews did, without considering that European Jews spent centuries becoming adaptable, so that by the time anyone was really paying attention they could fit in anywhere. The only other example Europe had for such integration was the US, but the US was assimilating Spanish speaking Christians (like they have in Spain) and Asians. Even the Eastern Europeans have noted that Asians, such as Thais and Vietnamese are great at showing up and starting a business and and working the locals. Some Muslims also do this, but a great many do not because they get sucked back into Muslim culture because they're stuck in a Muslim ghetto, or get all fired up about insults to Islam.

The fact us that particularly in places like Parisian suburbs, you have large concentrations of Muslim and immigrant communities that have largely been left to themselves and not been encouraged to integrate. Therefore you do effectively have ghettos, and it' as a result of these areas that the young Muslims of today are more susceptible to radicalisation because they lead a life generally more insular than they perhaps would have but for such "ghettos" existing. For all gturners lying, acknowledging that there are areas in Europe like that isn't one of them.
