Was the change from hydraulic brakes to pneumatic breaks, or was it from some form of manual controlled pneumatic brakes to an electrical controlled pneumatic breaking system? Pneumatic systems use gasses while hydraulic use liquid systems to pressurize their systems.

As for Fauchi, let us remember he is the guy who openly lied about masks helping to stop COVID multiple times to fit a changing political narrative during the Trump admin. He is a political mouthpiece there to tell the scientific story, but he is controlled by a political narrative. He is a scientist with a lot of actual knowledge, but his ethics are compromised by his desire to influence people to do what is proper in the moment. That is a necessary thing as people are mostly stupid animals who react more to emotional factors than facts, but that means he would rather lie and distort facts to influence people to do something deemed important by his political superiors than to state scientific facts that might cause panic reactions among the population.
