it's no secret that not a few folks on the left have been saying ever since the election that Obama's underlings (and sometimes he himself) created a lot of (unwise or improper) tools that Trump would then be free to use and abuse. One might, however, point out that those on the right like Fox who were shocked and outraged 3 years ago that reporters seeking out leaks were being pursued now are only shocked and outraged that any leaking is going on... But more to the point, this improper behavior does not disprove the claim that POTUS can't arbitrarily order wiretaps. Nothing in the Rosen story indicates Obama personally and arbitrarily brought him under surveillance. As with the current matter, they have to convince a FISA court such a warrant is justified.
