Some of you might remember a few years back that Obama worked out a deal with Cuba to start drug trials in the US for a lung cancer vaccine. It is apparently the best treatment for some types of lung cancer. If you can't get into a trial in the US, it was easy to fly to Cuba and get it there. At least until Trump was elected.
