Canada has the immigration formula to emulate and, yes, it is skills based, has obligations for the would be immigrants, and those who do not live up to their obligations get sent back home. Most of them arrive legally. By most data, the amount that sneak across the border in the dead of night is negligible. But, I understand what you mean--you'd rather they arrive and stay here legitimately. Honestly, I think we need to lighten up our immigration policies to make it easier to legitimately immigrate and reside in the US.
