Mass shootings are typically some nut job that shoots up a school because they were bullied or a religious nut or something like that. This incident was different. If it’s gang related, then it’s targeted and innocent people die in the crossfire. Different context matters.
I wasn't aware of that, wow you are really high tech with those smart bullets which behave differently based on the motivation of the shooter! What do they do, just pass through a person harmlessly or not penetrate them at all?

I do have to sort of take @Bill Carson 's side oin this particular one. The compilation of all shootings of three or more people into the term of mass shooting was made as an effort to illuminate how many of those events were out there to try and show that this is a bigger problem than people were realizing because they were not seeing as big a number associated with multiple killing incidents. I think there was a good purpose for doing that because it should be noted that incidents with three or more killings are so much more likely because of guns over other mass killing incidents. His purpose of trying to discount these events is very intellectually dishonest, but from the perspective of prevention it is good to identify the cause. I do not know why this should not be a mass shooting incident just because a cop was involved as this was not an on duty police action and the motivations seem to align with the normal criminal acts of hatred that mass shooters go for. There is a high volume of multiple murders involved with domestic incidents where the male ends up killing the family of the female he feels he owns. That seems to be a far more common factor in one of these incidents than bullying or even right wing terrorism. Stalking, rape, and romantic relationship killing of multiple people are highly common and much more likely to effect any of us and our close ties than a school shooting. For dipshit carson and people like @Lanzman who want to just hand out guns to every lonely incel out there, there is a pandemic of killings by emotionally disturbed males who feel they deserve to own a woman and will kill to make sure their infatuation is never allowed to be with anyone else, or even exist on her own. Federal fuckup himself should not be allowed to have a gun for his attitudes regarding women and how he is clearly an emotionally disturbed alcoholic and abuser. It is terrible that people like Lanz fight so hard for animals to get guns so they can more easily harm women who have the nerve to say no, and the families and friends who try to protect them. Domestic bullshit like that happens in every town in america right fucking now.
why is it loose? seems pretty clear and straightforward, and differentiates the act from "multiple homicide". although in looking up the definition (to see if there was a competing definition) it was noted that the US has 5% of the world population yet 31% of the multiple shootings/murders (along with being second to Brazil for overall gun deaths and Greenland for gun suicides).
