A base allows you to change production on a planet remotely, without having to move to it. Also, when a planet has a base its tech levels are increased by 1.
you probably have some cargo aboard. Sell it then get colonists (you stuff them into the cargo holds). Bases add to your defenses and you can deposit infinite amounts of cash on a base planet, which in turn gives you 5% interest instead of 3% - but which makes your planet a target then.
Costs a lot to put a base down at this stage of the game. Basically it allows you to change the planet's production settings remotely, and adds a +1 bonus to defences if the planet gets attacked (otherwise it uses the same weapon and shield bonuses as your ship, plus however many fighters/torpedoes you stocked the planet with). If you have three or more planets with a base on in a single sector (you can buy genesis torpedoes at Special ports to create new planets), that sector switches from "Uncharted Space" to "TKO's Territory" (in your case) and you can change the sector rules (ie: limit use of sector defences/space beacons to yourself, stop people attacking within that sector, etc). This makes the sector a decent safe haven if you block all attacks, as someone who wants to destroy you must therefore conquer enough of your planets to revert the sector to "Uncharted Space" before they can attack your ship.

To the Colonial Fleet: No ill will is directly borne towards you, however after the way the UFP abused its power last game it is unacceptable to allow your new alliance the same degree of strength. Therefore these pre-emptive attacks were needed, to keep the peace and balance. Ultimately however, fighting between ourselves will only hurt both of us in the long run, consuming valuable resources and likely allowing another alliance to rise up unchecked and overpower both of us. Can we end this fighting?

Bailey, you can't go and pre-emptively target and destroy everyone and expect them to to take offense at the fact that you've decided they can't advance in the game to the point where they pose a threat. It didn't work so well for the Goa'uld, either.

Elwood and I helped each other, that's what members of an alliance do. I taught him the ropes of the game, and gave him a bunch of startup cash, and he gave me money later.
The ISA is supposed to be powerful? The defenders of Caprica apparently didn't get that memo. If that planet was taken from the Colonial Fleet I'd be willing to let them retake it (clear off my defenses and power) for a small fee.
Like faisent, I'm playing in a much reduced capacity. The last game took way to much of my time. The only reason I'm sided with Nick and POTN is because they were both very faithful and good to me during the last game, but I won't be good for much support this go around. I'm putting all of my cash in the bank every go 'round so most of you will out pace me fairly quickly.
Having a base is kinda pointless if I can't claim the sector yet. I'm not making that much money anyway (10 million credits?!). Let's see now...
Once your average tech level is over 8, you can no longer stay camped in the safe sectors 0 and 1, and every six minutes anyone with an ATL over 8 gets bumped out of their into a random sector, where they are no longer safe. So if you are just trading, it's best to just do your hull and engines for the moment and leave the others at a low level, so you can sleep in the safe sectors where no-one can attack.
