baileys scan and engines levels must be pretty shit, which is surprising if you plan to take an offensive position in the game.
I have level-16 engines, so that's expected. I think his crew blew up and killed a bunch of folks and then figured they'd have longer before they recover.
The irony is that by trying to keep us all down, Bailey has forced us to band together, making a stronger alliance than before.

level 16's not that high, if i was on a rampage i'd have 'em at 20. especially since this universe has some realspace oddities - i've got adjacent sectors it would cost me 2 turns to RS with level 17 engines - yet back at level 14 i could go between sector 0 and one in the 1400's for 1 turn
I will say that with 7 players in their alliance and another 3 on-deck it will be a one-sided galaxy unless everyone else joins into a second alliance. 7 players is about a 3rd of everyone, 10 is almost half.
The Colonial Fleet wouldn't have been nearly so strong if Bailey and his crew hadn't been flying around blowing up non-aligned ships. Strength in numbers.

well, just tested the SOFA on one of baileys planets, sadly it was a crap planet and undefended, so he's welcome to take it back. only worry with the SOFA is the potential 400% damage from the planets beams
