It’s far more likely that the screenshot above is the result of editing the HTML of the page, than that someone — three times, apparently — had and posted the real numbers. Like, imagine if Facebook posted numbers that differed from the CDC’s numbers by an order of magnitude. Why would Facebook know? It’s not a perfect analogy, but you get the idea.

To be honest I don't actually see that they are downplaying it, not any more at least. This is proving to be a major, major concern and the population density in their cities is really not helping matters. I'd rather people didn't use this as political capital (not saying you have, btw) because in many (though not all, by any stretch) regards their response has been admirable and far beyond anything we could match and "wartime conditions" is probably not an excessive assessment. I'd rather we weren't seeing people being forcibly isolated, but what other options do they have? More to the point what would we do differently?
Yeah, what seems to have happened is that he died but the Chinese authorities retracted the story for a few hours for some reason, then admitted to it again.
