We might review the handwringing earlier in the thread from those suggesting that Biden didn't have this power and was already doing his utmost to restrain Israel. Can't underestimate the impact of the Iran situation on this too. Seems the US is pushing Israel harder now that there is a very real chance of an escalation with them.
The Israeli troops are repositioning due to potential threats from Iran and Hezbollah. Netanyahu has said he doesn't consider the war with Hamas over and will continue it at his own pace. Whether that means a further invasion of Rafah is an open question, or could just revert to missile strikes and assassinations of the Hamas leadership. Until Netanyahu's term ends this will go on. He and his cabinet have made that abundantly clear, and it appears they have the majority support of Israelis to end Hamas, even if he himself is unpopular and under criminal indictment.

Actually there is an unofficial ceasefire. Due to the closure of airspace last night was the first in six months where no war planes bombed Gaza.

But the Air Forces of the US, UK, Jordan, and even Saudi Arabia also shot down drones or missiles, protecting Israel. And now Netanyahu has what he wants - justification to rally the entire country around him. Latest poll has 54% of Israelis supporting a declaration of war against Iran, with only 6% saying they should not respond with military force. 94% of the country says that they should make some type of military strike against Iran. The US has stated it won't assist in any retaliatory attack against Iran.

It’s a gotcha. The US does not currently recognize Palestine as an independent state and in fact list Hamas as a terrorist organization so we don’t see the conflict as being between state actors and thus constrained by rules that govern armed conflict between state actors. The spokesperson stated that International Humanitarian Law did apply to Gaza.
Seeing as the Geneva Conventions govern a lot more than how the armed forces of states ought to treat each other, that's fairly irrelevant. And if it were that, he could just say so.
