Long article, but the gist of it is that Twitter has lost a good chunk of the engineers responsible for making sure that the site keeps working. Unlike retail sites, Twitter doesn't have days where it can easily predict large demands being placed on its systems. A massive earthquake in some part of the world could cause people to take to the site to find news, etc., and this could overwhelm the system. So, suddenly, you've got a smaller team scrambling to keep the site going around the clock, and if the load remains consistent for days, those engineers are going to burn out quick.

And Twitter Blue is suddenly not available anywhere in the world.

Could be an error due to rushing this stuff in, more likely it's a response to losing ever more advertisers as fake accounts clog up Twitter, or equally possibly due to the regulators saying yo wtf in response to them setting these things live without the oversight that was meant to happen.

‘Citizen journalism’ is not a thing though

I mean... it's kind of of a thing. During the Ferguson protests there were people on the ground tweeting and filming what the police were doing in real time long before the mainstream media started paying proper attention to it. Or some radio stations will get their traffic news from drivers calling in from where there are backups or accidents. Those are valid forms of citizen journalism.
