Basically in order to reap the windfall tax revenues from Disney World the Florida Leg told Disney that as long as they took care of their shit (like literally, no dumping waste, mitigating other impacts same as other towns, cities, counties, etc, etc) they could have the same powers as other jurisdictions in the state even though they were just one landowner.

And Reedy Creek was more than doing that. In fact that is why his first plan to punish Disney by dissolving it failed. When they looked at the books if it just went under county control then it would have cost the taxpayers of Orange County TENS OF MILLIONS of dollars a year to provide the services Disney was. IIRC the median property owner would have had to $188 extra a year in property tax just so DeSantis could boost his popularity for a presidential run.

This did not go over well with the people of Orange County or Florida as a whole so he had to switch to just taking over the board itself.

But he was too stupid and got his ass handed to him and before he could do so the board passed pretty much open zoning regulations as long as there were proper mitigations.

Meaning the State couldn’t just arbitrarily stop Disney from using their land as they saw fit for no other reason than that they didn’t toe the government line.
