Toll Roads have been done yes. We also find that below a certain charge the cost to collect the fees is more than the revenue, one of the many reasons that tolls are generally kept for large projects that can also be avoided.

Tuition Schools certainly exist, and there are many places where they were once the norm/only option. Uniformly the introduction of public schooling happened because of the damage caused by that being the only option.
