As for the rest of your horse shit 90%+ of the settlements are on vacant public land, usually hill tops, so it is right and just for the government to use it to provide affordable housing. That it also punishes the animals for their repeated refusal to make peace is just a well deserved bonus.

They could stop it at any time by making peace. Do you notice how they always refuse to make peace though? The Israelis can't make peace with someone who does not want peace though so all they can really do is keep increasing the cost of the other side's animal like aggression. The settlement policy is an excellent means to that end.

I think that you aren't factoring in the decades long resentment on both sides that doesn't make "if one side excepts X" remotely realistic. There can't be peace because the animals don't want peace and spurn every peace attempt. The best possibly policy Israel can have in light of that fact is to punish the animals and thus raise the cost of their continuing desire for barbarism and violence. The root of the conflict is the fact that Israel stole and continues to steal the Palestinians' land. Until that issue is tackled, it's hard to see how peace can be achieved.
