If I'm a utility company, if I'm a *smart* utility company that wants to avoid the kind of bad publicity this kind of story generates, then I make provision - as do most of the major utilities in this country, AFAIK - to find ways to accommodate customers who are dependent on my services for life support.

It's smart business to suck up a few default accounts. A lot cheaper in the long run than all the lawsuits involved in a claim of wrongful death.
