No, she should have been having a dialog with the power company the very first time that she couldn't pay the bill and work on some sort of payment plan or something with them to keep her oxygen machine running. Perhaps even to the point that the only outlet that worked is the one where her machine was plugged in.

If you read the OP, you'd find that she not only made the power company aware of her situation, but she made two payments on the overdue bill within the previous 30 days.
sorry - just waking up; missed that. then defintely the power company is at fault (at least they would be here) since the woman was making good faith payments if not paying the whole bill. And folks here have had non payment bills of a hell of a lot more than the 62 pounds that she owed without losing the electricity. (Of course around here, 62 pounds is probably the average bill monthly....)
Not sure if this has been covered, but like here in the US why had this old bat not checked with her friendly welfare agency for help with this utility in the first place. Here you just get energy assistance to help out with the bill. Other wise you might get shut off. http://www.msd.govt.nz/ Sucks to be her.
