Why would those who got the PM need to know that they wouldn't catch any flak from the mods if all they were planning was a rep war? That "what might I do?" threat was pretty obvious, certainly more blatant than the "re:traitor" PM. Personal info isn't something to screw with or joke about.

I'm not quite sure what you're asking here, please clarify. It's not a threat to say "who knows what I'll do with the information." A threat would be something like "I'm gonna call up his boss and get him fired." I see no personal information being played around with. Storm doesn't have the personal information that he claimed to have.
His comment about any problems the recipients of the PM cause for Gul being ignored, why the need to say that if his only plan was to kick off a negrep jihad?
I have been, and I have yet to see evidence of an actual threat directed towards a specific user. The PM that Storm sent to Gul never mentioned Gul by name, never mentioned DW by name, and Storm never made an explicit threat in the PM anyway. In this new PM, while Gul is mentioned by name, there is no explicit threat. He's not a mod, but he does have access to A51, just like the observers do.
For one thing, mods aren't allowed to rep war. Storm was lying when he said they wouldn't get in trouble for it.
