Rand Paul has claimed Ukraine is part of Russia in the Senate saying 'they just want their land back', has had one of his aides arrested for accepting Russian money after he had been pardoned by Trump for campaign finance felonies, has gone to Russia with a group of 7 US Senators on July 4th to bend the knee, has gone separately to hand over a secret message from Trump to Putin, has argued against sanctions on Russia, has now blocked the current defense appropriation to help stop the Russian invasion, and all this is AFTER McCain's declaration that Paul took Russian money and works for them.

Why did McCain do so? Because Paul stopped the Senate from considering Montenegro's bid for NATO membership. This after Russia was caught launching a coup against Montenegro where a plan to assassinate it's Prime Minister and seize their parliamentary building was foiled. Paul blocked unanimous consensus and then fled the room so he wouldn't have to defend it.

Oh, and he tried to stop Russia losing favor trading status, and accused Biden of causing Russia's invasion of Ukraine. And spoke out against Macedonia joining NATO.

So yeah, a guy who has aides funnelling money from Russia, who backs all of Russia's foreign policy objectives, and has been accused of being on Russia's payroll by leaders of his own party and continues to make these moves is probably suspect.
