No, because there is an open question as to whether he is in fact being investigated in his own right. To believe his account, he is not the target of an investigation. So the proper way would be as stated: there is an allegation that he is being investigated for underaged sex.

If it were confirmed that there was an investigation and that the investigation was into he had been having underaged sex, then the formulation "Matt Gaetz under investigation for alleged underaged sex" would be better.

Well, he's a Congressperson who was there to give a talk and answer questions (check the date, the news media supports this), and as far as I can remember that has ALWAYS been considered normal and even went on when I was in high school a billion years ago.
