Yeah, if a non-white person calls me cracker or something it's easy to laugh off because there's no power behind it. It's why wypipo is such a toothless term as far as being racist.
It may be toothless, but it's still racist. Imagine about five hundred years from now. White skin has become very uncommon due to many generations of genetic mixing and mobile populations. Will the "N" word be toothless in such an environment? As humanity becomes more homogenous, it's likely that a sort of "mediterranean" appearance will be the norm, with dusky skin, generally black/dark brown hair, and brown or hazel eyes. Would it even be possible to have racism if humanity has assumed a more generic appearance?
People will always find reason to hate other groups of people, but I've always felt that a future where everyone looked more alike would lessen hatreds fueled by superficial appearances. I've done my part.

It's only an insult to people who want to say racist things, but can't because they'd get called racist for doing so and, then are angry because someone else "appears" to get away with saying something that doesn't really hurt anyone except the fragile racist who can't say racist things.

Same here. @Lanzman seems to be suffering from a bout of Whataboutism. If he feels "oppressed" by all of humanity (see Post #5), why does he feel obligated to single out one group?
This isn't a silly game. This is starting with the definitions you selected and asking how they apply. Here they are for your convenience again: When a person of color uses slang like "wypipo" or "cracker," are they expressing a belief that race is a fundamental determinant of human traits and capacities and that racial differences produce an inherent superiority of black people"? Conceivably, but I would generally say no. When they do that are they participating in "systemic oppression" of white people to the advantage of people of color? I would say no, because systemic oppression of white people does not exist in the Western world. When they do that, are they participating in "a political or social system founded on racism and designed to execute its principles"? Again, I would say no. Whereas, when a white person uses the N-word, it could reflect a combination of 2a or 2b. Different people will react differently to use of race-related words. There was some thread recently in which a poster dropped the N-word.I asked him to not do it in the future. Don't remember if he apologized or not, or if he deleted or modified it. It doesn't matter too much to me. I'll keep on trying to live my best life and hopefully succeed more often than not. I'll give him the benefit of the doubt that he was trying to be funny rather than supremacist and now that it has (hopefully) dawned that it was awkward at best, he won't do it again. TLDR: just because something is race-related and hurtful does not necessarily make it racist. Racism is prejudice plus power as per the definition you yourself invoked, and thus it would be rare in our culture that a POC does cause the system oppression of whites, even though obviously POC are often prejudiced towards white people and among themselves.
Who you enable with your language is also worth considering. I don't think @Shirogayne has ever expressed any sentiments that would suggest a feeling of superiority among any races. However IIRC she has said in the past that she has extended family who are passionately opposed to interracial relationships. While her words don't hurt me, do they support people with mindsets that want to draw lines between people?

Yes. That's kinda the point of all this. You can't express sentiments based in racism without being racist. Even if you yourself don't think that you are.
1. That seems to be the one that most generally applies. When the dominant "race" oppresses others, that's the justification. When the oppressed "race" does the same thing, it's the mirror image: "you're just a dumb >whatever< and are therefore just like all the other dumb >whatevers<." It's lumping people together to disparage and dehumanize them. Racism. Regardless of direction.

Even if technically correct though it might be counter-productive to do so. As an example look at drugs. We all mostly agree that drugs are bad for you. Take that to an extreme and rail about how caffeine is actually just as much of a drug as heroin and you might technically correct. However what you'll be doing is undermining the "drugs are bad" argument, because the instant someone brought up with the messages that drugs are bad and caffeine is a drug has a can of coke they'll go Oh, this isn't so bad, I guess that drugs aren't that bad after all.
